NATIONAL SCHOOL FOOD PROGRAM
BILATERAL AGREEMENTS
One year after the official announcement of the National School Food Program on April
1, 2024, all bilateral agreements between the federal government and the provinces
and territories were signed in March 2025, within an exceptional timeframe and despite
an uncertain political climate. At the end of the 2024–2025 school year, despite this
incredible progress, the Club was still seeing major shortfalls in its existing network
and beyond. Throughout this pivotal period, the Club actively supported efforts at all
levels of government to accelerate the conclusion of agreements and promote rapid
deployment of funds. We are now supporting the implementation of this program on
a national scale, sharing our expertise and working with our partners to maximize the
impact of these investments on children’s health and success.
SCHOOL FOOD INFRASTRUCTURE FUND
Breakfast Club of Canada is proud to be one of 10 organizations selected across the country to receive support
under the School Food Infrastructure Fund (SFIF), a federal initiative of Agriculture and Agri-Food Canada. As
announced in the 2024 budget, the SFIF is provided as a complement to the National School Food Program.
This initiative aims to strengthen the capacity of non-profit organizations to improve their school food program
infrastructure and equipment. Through the SFIF, the Club obtained funds that it will redistribute to 41 projects
and community partners to improve their facilities, including warehousing, food preparation and distribution
chains, in six jurisdictions. As a trusted intermediary, the Club ensures that these investments are allocated
transparently and equitably to partners actively involved in school nutrition, to maximize the impact for children
across the country.
PROVINCIAL ENGAGEMENT AND ACTIVITIES
Over the past year, various federal and provincial elections — notably in British Columbia, Ontario, Saskatchewan
and New Brunswick — have provided key opportunities to highlight the importance of universal access to
healthy, inclusive school food programs.
Indeed, New Brunswick’s newly elected government has provided a positive commitment to school nutrition,
a significant step forward for food security for the province’s children.
In December, the Legislative Assembly of Ontario passed a motion recognizing the collaborative efforts of
various organizations to strengthen and expand school nutrition programs in the province. The partners of the
Healthy Students Brighter Ontario campaign, including Breakfast Club of Canada, received official recognition
in the presence of Minister Michael Parsa. This distinction highlights the tangible impact of their contribution to
the implementation of a fundraising campaign that has boosted the government’s annual investment. In June,
Breakfast Club of Canada, Student Nutrition Ontario (SNO), The Schad Foundation, The Grocery Foundation and
The Arrell Family Foundation proudly announced a total of $3.6 million in donations raised during the 2023–2024
school year as part of this campaign.
The Club also submitted briefs as part of the provincial pre-budget consultations in Ontario and Alberta,
reiterating its recommendations in support of foundational, sustainable investments in school nutrition. These
steps demonstrate our commitment to working with provincial governments to extend the reach of existing
programs and ensure equitable access to healthy food for all children, regardless of where they live.
